Hi I fish a lowland river with alot of willows overhanging the river and the willow leaves have the red blisters which mean there are willow grubs, and I have been reading about how in summer trout sometimes feed excluisvely on willow grubs. So how do I know when to fish a willow grub and also how do you fish them?

Another good question man. Ok these little grubs sit in the surface film of the water and so you will see the fish actively feeding on something, if it is under Willows then a willow grub imitation would be a good option. Fish them using Mono, remember you don't want them deep so NO weight ,don't stress to much about leader length and get that drift going. Spotting the fish feeding would be my first priority. Sit down on the bank and watch a stretch of water for 15 minutes while having a drink. I have never done this but have read a  little on it and have come across trout feeding on them.
